In my opinion I don't think that Think-Tac-Toe is tiering. After reading the activity I don't think you should let students decide when they want to turn in their assignment. With a tiering activity you should challenge all students. They will rise to the challenge. Encourage your students. Let them provide feedback to one another.

Would you consider it tiered if one readiness level receives version 1, and another readiness level receives version 2? Is it possible to tier the "big picture" while the separate, smaller tasks are differentiated for interest?
That is a good question. I think I understand tiering as giving the students a task that is geared towards their level of readiness. Everything you said makes total sense.
